Amendments to Orange Beach Mayor Tony Kennon's Ethics Filings Raise Questions About Timing and Disclosure

Residents in Orange Beach are raising questions after amended Statements of Economic Interests (SEI) filings submitted by Mayor Tony Kennon revealed several previously undisclosed business entities connected to real estate, title holding companies, and investment operations. The amended Tony Kennon ethics filings have since become a growing topic of public discussion surrounding transparency and disclosure practices in city government.


The information came to light after amended filings appeared in the Alabama Ethics Commission system on May 3, 2026. According to information provided by a protected source, an ethics complaint regarding the filings had reportedly been submitted to the Alabama Ethics Commission months earlier, in November 2025. The status of that complaint could not be independently verified, as the Alabama Ethics Commission does not publicly comment on pending complaints or investigations.


Statements of Economic Interests are annual disclosure forms required for many elected officials in Alabama. The purpose of the filings is to provide transparency regarding business interests connected to public officials and their households so the public can better identify potential conflicts of interest involving governmental decisions.


Kennon's original 2024 SEI filing disclosed two businesses:

  • Law and Land Title, LLC

  • Gulf Coast 1031 Services, LLC


His original 2025 filing disclosed only one business:

  • Law and Land Title, LLC


However, amended versions of both filings later appeared in the system with several additional entities added, including:


  • Gulf Coast Titleholder, LLC

  • Gulf Coast Titleholder II, LLC

  • Gulf Coast Titleholder III, LLC

  • Southeastern Qualified Exchange, LLC

  • APD Investing Management, Inc.

  • APD Investing Unlimited, LLC

  • APD Innovative Investing, LLC


These entities appear connected to title holding operations, investment activities, property transactions, and 1031 exchange services.


The timing of the amendments has drawn additional attention because they were filed shortly before a recent Orange Beach Town Hall meeting involving several city development topics, including a proposed Pirate's Voyage dinner theater project. During that meeting, Kennon acknowledged discussions with the developer and appeared supportive of the project, while at least two city council members indicated they were not fully aware of certain project details beforehand.


At this time, there is no public evidence proving criminal wrongdoing or establishing that any of the disclosed entities participated in city projects or transactions. Amendments to ethics filings can occur for legitimate reasons, including corrections or updated disclosures.


Still, the situation has prompted questions from some residents regarding transparency, disclosure practices, and whether previous filings may have been incomplete.

Questions now being raised publicly include:


  • Why were these entities not included in the original filings?

  • Were prior SEI filings also incomplete?

  • Were any of the entities expected to participate in title work, closings, exchanges, financing, or other activities connected to major development projects?

  • Were all members of the Orange Beach City Council fully informed regarding projects being discussed publicly?

  • If an ethics complaint was submitted and accepted by the Alabama Ethics Commission, were city officials notified?


Public ethics disclosures are intended to allow citizens to better understand the financial interests connected to elected officials and governmental decision-making. As discussions surrounding development continue in Orange Beach, the amended filings are likely to remain a topic of public interest.
